A   native  Texan,  Jim  Pruitt  grew  up   in Houston  where he worked at an oil refinery  while attending college at night.  He spent time in Alaska working  on  the  pipeline  and  then  moved  to  the Dallas  area  where  he  attended  the  University of Texas  at  Dallas,   graduating   with   a   degree   in Political  Science.  He  received  his Juris Doctorate degree from Baylor Law School in 1984. 


Jim has a heart for service.  For the last 30 years, he has served his community in many capacities. He has been a city prosecutor, a criminal courts judge, and a volunteer firefighter.  As the chairman of a Planning of Zoning Commission, he became an avid supporter of a city’s right to control its own density by encouraging single family residential developments.  A fiscal conservative, he has also worked hard to lower taxes, remaining sensitive to the fact that operating accounts are taxpayer money.


In 1994, Judge Pruitt was honored to be elected as the judge for Dallas County Criminal Court Number Two.  During his eight-year tenure of service to the county, Judge Pruitt was elected by his judicial peers as the Presiding Judge for three years and Local Administrative Judge for two years.  As the Presiding Judge, he worked closely with the legislature regarding laws that would improve the criminal justice system and was instrumental in creating the first dedicated court in Dallas to address the issue of domestic violence. He has practiced law and for the past 20 years in a restored building on the historic Rockwall downtown square. 


Jim became a member of the Rockwall City Council in 2012, and, in 2014, he was unanimously selected by his fellow city council members to replace former Mayor David Sweet when he resigned to become the Rockwall County Judge.  Mayor Pruitt was then elected by the community to three additional consecutive terms before he rolled off in May 2021 in accordance with the city’s term limit charter.  He is very honored to have served as Rockwall Mayor for the last six years and has worked hard on transportation, economic development, quality of life, and other issues important to Rockwall County residents.  Upon becoming Mayor, he immediately made accessibility a priority, instituting open office hours for all residents.  He has served on the Rockwall County Road Consortium, the Rockwall County Emergency Services Corporation, and the Rockwall Airport Development Committee.  He has also been very active in the development and improvement of the Rockwall Downtown area.   


Jim has four children, and he and his family live in Rockwall and attend First United Methodist Church in Rockwall.
